You need to talk to Beth Kephart, author of "Flow: the Life and Times of Philadelphia's Schuylkill River" (and a Pew Fellow - are you all connected with cups-and-strings phones?).But I bet it's from a project that began in 1812 with Philadelphia's Watering Committee.I think I see the Water Works Falls in an etching of the Water Works from 1838 by John Caspar Wild. (p. 57 of Kephart's book)
